She was born in 1966. In 1989 she graduated with honors from the Kazakh State WPI. In the same year, in the direction of the Ministry of Science and Education, she came to work at the department of the Kazakh language and literature of the Kostanay Pedagogical Institute. She is the founder of the faculty of Kazakh philology. Karlygash Turganbekovna worked as senior teacher.
From 1996 to 2005 she headed the Kazakh language and literature department. She showed a high level of organization and exacting to herself, to the teachers of the department and to the students.
Since 2004 she has been leading the scientific work of the teachers of the physical and mathematical lyceum of Kostanay, she provided cooperation of the departments of the philological faculty with the schools of the region.
From 2005 to 2009 Nurmukhametova K.T. was the dean of the Faculty of Philology, from 2009 to 2013 - Head of the Department of Practical Linguistics.
For 25 years of work in the Kostanay State Pedagogical Institute, she has done a lot to develop the state language and literature. She worked as the chairwoman of the scientific and methodological council of the management of the development of languages in Kostanay region.
In 2008 she was awarded with the medal "Honorary Worker of Education of the Republic of Kazakhstan".
